I surf the web and found some tips that might be helpful to fix Samsung Galaxy Note that can’t send or receive MMS picture messages.

Solution 1. Restart your Galaxy Note

Press & hold the power button and tap the Restart option to reboot your Samsung Galaxy Note. Sometimes this Galaxy Note soft reset will fix minor bugs and improve your phone performance.

Solution 2. Check Network Signal Strength

If you can’t see the signal icon, have no bars on your device status bar, or slow internet connection, you can’t send or receive SMS, MMS, and call. Find a nearby place that has a strong network signal. After getting a network signal, try to send messages to someone and check to fix problems.

Try to enable Airplane mode (Flight mode) for 10-15 seconds and then again disable it on your device. Now check your device network signal.

Solution 3. Enable or Disable Mobile Data (Turn Off WiFi)

Make sure to disable mobile data on your device.

Swipe down the notification panel twice > Tap on Mobile data to turn it on/off.

Solution 4. Make Sure to Turn On MMS on Samsung Note

Step 1: Open the Messages app on your Galaxy Note.

Step 2: Tap Three vertical dots (More) in the upper right corner.

Step 3: Tap Settings.

Step 4: Scroll down and tap on Advanced.

Step 5: Toggle on Auto-download MMS.

Solution 5. Check if SIM or Phone Issue

You can’t send or receive MMS or text messages if your SIM card is damaged. Insert your SIM card into another device and try to send an MMS message. 

Solution 6. Remove SIM Card & Reinstall

Make sure the SIM card is inserted correctly into your Samsung Note. Remove the SIM card from the SIM tray and restart your phone. After a restart, reinserts the SIM card and try to send a picture message to another contact.

Solution 7. Use Google Messages App or Textra to Fix Samsung Note 9 Can’t Send or Receive Text Messages or MMS

Using the Samsung messaging app, I can’t send or receive MMS to other mobile carriers. Uninstall the default Samsung Messages app from your device and install the Google Messages App or Textra to solve the MMS issue.

Solution 8. Clear Messages App Cache to Fix Won’t Send MMS on Samsung Galaxy Note 20/Note 10/Note 9 

Step 1: Open Settings in your Galaxy Note.

Step 2: Tap on Apps.

Step 3: Select the Messages app you want to clear the cache.

Step 4: Tap Storage.

Step 5: Tap Clear cache.

Now restart your Samsung Galaxy device and try to send an MMS.

Step 1: Go to Settings.

Step 6: Tap on Reset to default.

Now, try to send MMS on your Samsung Note.

Solution 11. Wipe Cache Partition Samsung Galaxy Note

Wipe cache data for your Samsung device. It will remove all unnecessary data and junk files from your phone. After wiping the cache, send a picture message to another device.

Solution 12. Factory Reset Samsung Galaxy Note 20/Note 10/ Note 9 using the Phone Settings

It will erase all your Samsung Note data, such as internal storage, Samsung account, photos & videos, and more. Before factory resetting the Galaxy Note device, back up & restore data safely to other devices.

Step 1: Swipe down the notification panel twice and tap the Settings gear icon.

Step 2: Tap Reset under General Management.

Step 3: Tap Factory data reset.

Step 4: Tap Reset phone.

Step 5: Tap Delete all.

Now restart your device and check whether to fix the MMS problem. If not fix the problem, hard reset Galaxy Note using the hardware buttons.
